It is permissible to play with cards if it does not involve betting or gambling.
However, let me remind you of the importance of time in our life. Muslims have many more serious things waiting to be done. Our pious and rightly-guided predecessors were far more concerned about their time than their wealth. It would be so much better if our young people, when they get together, could rather read a useful book like Riyad al-Sâlihîn.
Educational card games for children, however, are not only permissible, they are a productive use of time.
